Currently, the database contains only regulations pertaining to Part B, but the contents will be expanded in the future.&lt;br /&gt;Background InformationThe Individuals with Disabilities Education Act (IDEA) is a federal law ensuring services to children with disabilities throughout the nation. Infants and toddlers with disabilities (birth - age 2) and their families receive early intervention services under IDEA Part C. Children and youth (ages 3-21) receive special education and related services under IDEA Part B.States and territories expand and further define the federal regulations by crafting their own laws and regulations. Schools, districts, and state offices of special education must comply with the federal special education law and regulations as well as their own state’s policies, including state regulations. B-7 &lt;em&gt;Technology in the Educational Process &lt;/em&gt;fails to mention our most special of learners and an outdated definition of where we should have been ten years ago.  It almost appears that they do no want computers to replace teachers; "support, but not to supplant, the classroom teacher" (CEA Resolutions 2006-2007).  Connecticut has an extremely ambitious, yet achievable framework that must be supported by the CEA.  Support for the frameworks will reap dividends beyond our dreams.  Unfortunately, many educators lack even the most basic computer literacy skills that we take for granted.  The professional demands of a teacher with out a question require the knowledge and skill set to e-mail a colleague, make a template or surf the web without thinking a big wave is around the corner.  Teachers don't have blue and blank stains on their finger tips for good reason, technology and the microchip.
